Advise HSE Team Lead of HSE issues related to Suppliers and Contractors and ensure that client’s HSE requirements and expectations are being met.
Act as coordinator of Site HSE Advisors.
Provide project HSE support to Site Safety Leader (SSL) at assigned location.
ROLES & RESPONSIBILITIES
Acts as client construction site HSE Lead responsible for advising the project team and contractors leadership on how to meet client HSE expectations.
Ensure that full compliance with client’s HSE procedures and requirements have been implemented and maintained by all associated Contractors and Suppliers.
Review Supplier HSE performance and ensure HSE LLs are communicated
Ensure that Contractor Reporting and Recording are compliant with client HSE Procedures
Engage in clear, two-way communications with employees and contractors on HSE issues
Ensure proactive communications are established and maintained with employees, contractors, and authorities, regarding HSE aspects of the project
Prepare, Review and make input into project HSE Documents, Procedures and review of Risk Assessments
Undertake site tours as Company HSE Lead as and when required
Conduct CLIENT Oversight checks over Contactor’s Self-verification Activities
Participate in required Safety Meetings, HAZID’s Safety Surveys / Inspections / Conferences, Forums and Kick-Off meetings
Ensure that Suppliers and Contractors execute their work in accordance with established Project Procedures, LSRs and Safe Systems of Work
Co-ordinate safety and operational activities with third parties where necessary
Ensure that HSE Non-Conformances are promptly responded to and integrated into the Project Control system.
Ensure Control of Work Systems are managed in accordance with CLIENT approved procedures
Ensure that all accidents, incidents, near misses and unsafe conditions are investigated and reported, and corrective actions are promptly taken to prevent reoccurrence of the same
Conduct contractor readiness reviews and participate in GO No Go process
Collaborate with SSL and develop inputs for the Monthly Start Strong dashboard
Interface between CLIENT Incident Command Team and Project construction
Assist with requests relating ACE Duty Managers Role and IMT process as part of emergency preparedness
Liaise with CLIENT Incident Commander during developing desktop exercise and arrange meetings discussion on site activities and risks
Lead & Co-ordinate Client’s fabrication site HSE team
ESSENTIAL EXPERIENCE, EDUCATION /QUALIFICATIONS
Qualifications:
Bachelor’s degree (preferably in Engineering or OH&S)
NEBOSH Diploma or Certificate
Auditor (External) to OHSAS 18001 / ISO 45001, NEBOSH Environmental Management Certificate or equivalent degree/certifications and experience
Experience:
10 Years proven experience in oil and gas related construction site HSE Management
Recent experience with client Global Projects Organization (GPO) HSE processes and procedures a plus
Advanced knowledge of project compliance standards, safety plans, environmental and industrial hygiene regulations.
